REQUEST FOR QUOTATION – Camborne Town Deal Website Build & Support


  1.          Background & Context

Camborne is one of several towns across the UK invited to produce a Town Investment Plan with the aim of securing Government investment from the Towns Fund. The Towns Fund prospectus can be found at: and this gives greater background detail on the aims of the Fund.


A Town Deal Board, representing the local community, has been convened and meets on a monthly basis.  A number of sub-groups have also been formed to support the work of the Board, including the Communications and Engagement Sub Group which will oversee this commission.  The Chair of the Board and the Towns Funds Lead will be the day to day Client for this commission.


The Board has a responsibility to produce a well-evidenced Town Investment Plan (TIP) which focusses on a comprehensive understanding of the areas, focussing on assets, opportunities and challenges is outlined in the prospectus. The TIP should prioritise investment drivers for Economic Growth, supported by local evidence including that gained through consultation and engagement.


    1. Towns Fund

The Towns Fund will provide the core public investment in Town Deals – additional  funding may come from other sources or parts of government. The objective of the Fund is to drive the economic regeneration of towns to deliver long term economic and productivity growth through:   


o Urban regeneration, planning and land use: ensuring towns are thriving places for people to live and work, including by: increasing density in town centres; strengthening local economic assets including local cultural assets; site acquisition, remediation, preparation, regeneration; and making full use of planning tools to bring strategic direction and change. 





o Skills and enterprise infrastructure: driving private sector investment and ensuring towns have the space to support skills and small business development.   

o Connectivity: developing local transport schemes that complement regional and national networks, as well as supporting the delivery of improved digital connectivity.

In addition to the broad themes of the investment identified by Government, Camborne is also in the process of defining local objectives.


  1.         Scope

The Board is in the process of finalising its Communications Plan, but there is a requirement for the Board to make public a number of documents so that the work of the Board is available for all to view, hence the need for a website.


The website will be used as the official gateway for the work of the Town Deal Board and should be the key information point that people are directed to.


The website should be easy to use and simple in terms of its layout and structure.  It is suggested that there would be an initial homepage with links to other pages for further information, such as for details of the as the Members of the Board, the Minutes and Agendas, A map showing the Boundary of the Investment Plan area, terms of reference, code of conduct and other key documents and information. 


There should also be the ability to link to any surveys which may be carried out as part of the Boards’ engagement work.  It is envisaged that as soon as the website is up and running, we will need you to develop an engagement survey via Survey Monkey (with questions we will give to you) that will be linked to the new site.


The site should be accessible for all so that everyone can read it even those using screen readers.


It would be good if the site could also contain some local images of Camborne to make it more interesting for all ages.  It will also need to link users to the e-mail address for the Board;


  1.         Services Required

It is envisaged that the following services will be required:

  • Purchase of a website address/host (to be owned by the Camborne Town Deal Board) with a suitable name, such as ‘’ (to be agreed by the Communications & Engagement Sub group).
  • Initial inception meeting w/c 13th July 2020 (1 hour via Microsoft teams).
  • Content Management System (so we can add and amend simple documents if we need to).
  • Device Optimised Site (so the website can easily be viewed on mobiles and tablets also).
  • Website development before 13th August 2020.
  • Survey Monkey developed and linked to new website as soon as it is ready for use.
  • Ongoing support and maintenance for the website for updates and changes as required by the board for a period of 12 months.  It is envisaged that this work will on average take 2-3 hours per month.
  • The work will be expected for the period described below but can be subject to termination at any point (at the discretion of the Camborne Town Deal Board).

Website support and maintenance for the 2nd quarter.



Website support & maintenance January to March

Website support and maintenance for the 3rd quarter.



Website support & maintenance April to June

Website support and maintenance for the 4th quarter.

We anticipate quotes for services in the range of £2,000 to £5,000 (excluding VAT).

6. Quotation

The Quotation should include:

  • A fixed and fully inclusive fee (excluding VAT) for the delivery of this commission.
  • A summary of the work to be undertaken in line with the elements identified in items 2/3 above and the milestones/tasks also shown.
  • CV’s and links to other websites you have developed previously for other clients.


Quotes will be assessed by a Cornwall Council representative and at least 2 other members of the Town Deal Board.  Quotes will be marked on a weighted value for money basis as follows:

7. Invoicing Arrangements


Invoicing arrangements and payment terms will be agreed prior to contract.


8. Copyright


Cornwall Council will own the copyright of the website and all other supporting documentation and project material.


9. Terms and Conditions


In the event that we decide to move forward with your company an order shall be placed with you subject to Cornwall Council’s standard Terms and Conditions of Purchase of goods and Services (under £50,000) a copy of which will be sent to you on request or is available to be viewed on the Cornwall Council website.
